Kids at Risk -- Can Educators Help?

A new government report assessing the status of the 70.2 million children in the United States is mostly good news. A collaborative effort by 20 federal agencies, the report was released last week by the Federal Interagency Forum on Child and Family Statistics.

America's Children: Key National Indicators of Well-Being, 2000 is the fourth annual summary of children's well-being. The finding are based on 23 key indicators, such as children's economic security, health, behavior and social environment, and education. National surveys and vital records were the basis of the report's data.

The findings are expected to be helpful to educators. The report provides insight about the number of children who may be in danger of failing in school, based on commonly established factors that affect student achievement, such as poverty levels and household environment.

BEST INDICATORS IN YEARS 在過去幾年的最佳指標

"The most remarkable aspect of the report is that more of these indicators are the best we've had regarding the status of children in years," according to Duane Alexander, director of the National Institute of Child Health and Human Development (NICHD). The lowest teen birth rates; the lowest infant, child and adolescent mortality rates; the highest immunization rates ever; and the lowest percentage of children living in poverty are all really "good news," he said.

The rate of violent teen crime was the lowest since 1973, which was somewhat surprising given the number of media headlines about incidents of teen violence, Alexander said.

U.S. Secretary of Education Richard W. Riley was pleased with the overall findings of the report. Making time for a focus on instruction is very difficult, said Joy Hood, a coach with a principal leadership program in Denver. We help principals see which of their daily activities add value to their role as an instructional leader, which jobs are necessary, and which are a waste of time Education World writer Sharon Cromwell recently interviewed participants in Denvers principal leadership program. Many principals spend so much time on strictly administrative tasks that they lose touch with teachers and students and with the learning thats actually happening in the classroom. To find ways of growing closer to what students and teachers experience in their schools, 33 principals from the greater Denver area have been participating in an instructional-leadership training program offered by the Denver Public Education and Business Coalition (PEBC).

Making time for a focus on instruction is very difficult, Joy Hood, a coach with the PEBC program, told Education World. Spending time with principals and helping them examine how they spend their time is very useful. We help them see which of their daily activities add value to their role as an instructional leader, which jobs are necessary, and which are a waste of time. Helping them design new schedules, eliminate certain activities, and delegate certain responsibilities are some of the ways we can help.

With the tremendous pressure -- and guidelines from the federal government, state governments, and local school districts -- principals are often not sure what matters most and what will improve academic achievement at their schools, Hood said. The lower the test scores, the more pressure, she added.

Perhaps you will find it surprising to learn that several of our Principal Files team members enjoy their student discipline responsibilities most of all. "I enjoy the direct contact with children, steering them to make better choices," principal William Sheehan told Education World. "The issues that arise provide settings for real-life learning. Learning to make wise decisions in our roles as 'good citizens' is a process where caring and patient guidance and reinforcement are vital."

Discipline is among principal Jed Landsman-Yakin's favorite responsibilities too. "Because the work day of this administrator is so 'micro-scalpally' fragmented, the time I get to spend with students is the connection I have to what is really happening in my school. When they come to my office for a discipline notice, they are in serious need of an adult willing to listen to them and a voice they can believe in. I try to give that to every student."
